Lake Burton was originally created to generate hydro-power to service a growing need for electricity. The town of Burton, once a thriving community of 200 residents along the Tallulah River, was purchased by the Georgia Railway and Electric Company in 1917. Georgia Railway and Electric built a dam and began to flood the surrounding land on December 22, 1919. The lake continues to be managed by Georgia Power today.
